Most likely you're trying to view the .gif with a program that does not support it's animation

If this is a new computer then paint would be the only one. If it isn't and you just want to see if it has other image editor programs, then go to Add or Remove program list. For windows xp go to your control panel. Just check the list of programs. Usually you can tell its one by its program icon or name.
