The Central Mexican Plateau or Mexican Altiplano qualifies as such. Such plateau covers most of the Mexican territory, and is the place where cities such Puebla, Toluca and Queretaro are located besides Mexico City (80-110 million out of 120 million for 2014).

The main reason of such population concentration is that most of the Mexican Central Plateau has temperate, constant temperatures and a gentle weather - unlike the suffocating deserts to the northwest or the hot and humid tropical regions to the south. It also means more fertile land, allowing for increased agriculture and population densities.
