One right included in the First Amendment of the United States Constitution is the freedom of speech.
There is nothing in the Constitution about the right to enjoy peace and quiet. This is not one of the articles listed.

There are 27 amendments to the constitution. The last one passed in 1971 when the right to vote was changed from 21 to 18.
