What is pompous elocution?

Dictionaries define pompous as 'excessively elevated' or 'ornate', and elocution as the the execution of oration with appropriate hand gestures and body language.

So pompous elocution can be used to described a public speaker -- or even a loud party-goer, who appears to be over-confident with no obvious reason, who is delivering a speech or a few party lines.
