Potential energy is energy that is stored within an object, and this energy may do work. Gravity is what gives the potential energy to any object, and is a result of gravity pulling down
Elastic potential energy refers to the potential energy stored as a result of deformation of an elastic object. An example of this is a spring, which springs back before it has gained elastic potential energy. After a spring gains elastic potential energy, it will be deformed.
A kite stuck in a tree has potential energy because it is elevated above the ground. Potential energy is the energy an object possesses due to its position or state. In this case, the kite's potential energy is a result of its elevated position in the tree, and it can be converted into kinetic energy if it were to fall.
It's really the other way round - force affects potential energy. Potential energy is the RESULT (not the cause) of a force being required to move something - for instance, against the force of gravity or an electric field.
