It means "Cast In Place". This is like when you form concrete and place it in liquid form. This is opposite of "Precast" which means that it is formed some place else and moved to its final location after it hardens.

How safe do you want it? I'm guessing by hollow blocks you are referring to Besser blocks. They are safe and if used correctly in the construction of the house will be fine. However, in England i believe it's extremely hard (if not impossible) to get a mortgage on a property built with them. Precast is a modern form of construction similar to in-situ properties era's long gone :). In-situ being the reference to the fact the walls were formed on site or in place. Precast is formed off site to the specifications of the build and put together on site - hence the name - precast. As for which is strongest... Precast is solid concrete and Besser block is hollow concrete. The house i live in now (to my suprise) is made from Besser block. It looks like a normal solid or double brick home from the front and if i tap the inside of a wall it feels solid to the touch (unlike a brick veneer home) but it gives off a hollow sound. If by safe you mean strong then i'd want precast as it's usually made from reinforced concrete.
