Ordinary denotes any person possessing or exercising ordinary jurisdiction. The pope and bishops are the primary ordinaries but it also includes others who have limited jurisdiction such as prelates and abbots.

It's called a crosier (or Pastoral staff). The crosier is an ecclesiastical ornament which is conferred on bishops at their consecration and on mitred abbots at their investiture, and which is used by these prelates in performing certain solemn functions.
