Pure proportional representation in politics is where for example, each party will get a number of seats in parliament proportional to the percentage of votes they received in an election.

It is used in elections to the State Duma in Russia I think, but a party has to get above a certain percentage of votes to win any seats - I think this percentage may be 5% or 7%, I'm not to sure.

Wikipedia should have a fairly comprehensive list of where PR is used.
