Quad band GSM usually refers to the 4 main GSM frequency sets used throughout the world. In other words a quad band phone can pick up a signal on any continent as long as it is unlocked to accept those signals.
Dual band 3G support refers to 2 antennas designed to pick different ends of the 3G spectrum so if one fails the other can take over resulting in better call quality.

Basically, the difference lie on the frequency being used or supported.
