In world war one a recruitment office would be a place where young lads the age of nineteen and over would go and sign there names up to go and fight in the war. Sometimes boys under the age of nineteen were accepted because they lied about there age and would even got to the extent of steeling or talking somebody Else's birth certificate and lying about there identity. There has also been rumors said that the recruitment officers would say "walk around the block and come back and you will be ninteen".
