In bankrutpcy, there is something called an automatic stop imposed by the court. This is the main thing many look/file for at first. It means attempts to collect the debt must end. The court takes over handling the claims of the creditors. The creditors really can't even speak to the debtor. The action you refer to lifts that protection, so a creditor can continue collection actions...normally foreclosure or repossession.
