As frequency decreases or increases the impedance of the reactive components (the capacitors and inductors) increases or decreases accordingly. At a particular frequency omega, the total impedance in the circuit reaches a minimum since the impedances of the inductors and capacitors would cancel each other out. When this happens the output voltage is much higher than at other frequencies. This frequency is known as the resonant frequency.
