The easiest way to make a ring may well be to take a square piece of iron drill a hole the same size as the ring size need. then using a hacksaw cut the corners off the square making it eight sided. Then take a flat file using blackboard chalk as a lubricant file off the excess material until it is round. You will also need a round file to round the edges of the hole so it is not so sharp as to cut your finger.

If you know who stole the ring, the first thing you should do is demand that they return the ring by a specific time and date. If they refuse to do so, or you do not know who has it, you should file a police report for stolen property. The report will give Law Enforcement the ability to investigate and possibly retrieve the property.
* Generally when an engagement ring or wedding ring is given then it is the woman's to keep, but if she was any kind of a woman knowing this was your grandmother's ring she should give it back. If need be offer to buy her a new ring in place of your grandmother's ring and of course it wouldn't be an engagement ring.
You have to find the bell clapper by getting detention and by going in the file cabinet. Put the clapper in the bell and it will ring bringing the girls from the playground.
You should file a police report to report the theft immediately. You should provide the name and address of the person who took the ring and ask the police to investigate. You could also report the theft to your local district attorney's office. If that doesn't work out (some police departments are willing to get involved and some are not) then you will need to sue the thief in court for the return of the ring.
