I am looking for an answer to the same question; but I have found nothing. Here is what I am going to do. Put on rubber or waterproof boots or shoes and gloves. Dilute 1/2 to 3/4 cup bleach into a gallon of warm water. Outside, sweep off an area of concrete or deck. Remove foam rubber from cover. Lay the foam rubber on the surface. Saturate the piece of foam rubber with a sponge or garden sprayer. Carefully turn foam rubber over at least once while applying the bleach solution. Let stand for 10 minutes or so. Spray the foam rubber with soapy water or dump it on from a bucket. Agitate the foam rubber with your hands or feet Rinse with garden hose, walking on the foam rubber to remove soap/bleach. repeat until all traces are gone. Get as much water out of foam rubber as possible and let dry. Move it to a dry place on a slope, stand on end, or suspend it to facilitate draining and drying Be careful, lifting soaked foam rubber may rip it.
