Halloween is celebrated on October 31st because that is the day the Celts (the people whose holiday Samhain the holiday Halloween originated from) believed that the boundaries from the dead and the undead was the thinnest and when the spirits could come into the living world.Halloween is a shortened version of All Hallows Eve, i.e., the evening before All Hallows Day (or All Saints Day), which is always November 1.The Celtic festival known as Samhain was a celebration of the ending of the light half of the year and the beginning of the dark half, the end of summer and the harvest and the beginning of the dark, cold winter.All Hallows Eve was originally created on the 31st of October to mock the Catholics. Samhain is just one of the myriad of ancient harvest festivals that are abundant throughout Europe each of which contribute to the ambiance of the local Halloween celebration. However Halloween was originally created independently from them all.
