There are actually five parts to the Declaration of Independence. They are the introduction, preamble, section 1 and 2 of the body, and the conclusion.
This is not said to the British people but the king. The Declaration was a letter to the king listing the reasons for declaring independence.

Who signed the Declaration of Independenc?
According to the Declaration of Independence, the British had enlisted their standing army, foreign mercenaries, and the Native American tribes living along the frontier to fight against the colonists. All three groups are mentioned explicitly in the grievances section of the Declaration of Independence.
