No. Halo Wars was set far before the happenings of Halo 1, which had the Master Chief in it. Sargent Forge (Also not sharing the same name with the Chief) was killed at the End of Halo Wars, and could not have lived on to take part in the happenings of Halo 1.

u can be under the command of the arbiter (not same 1 in halo 3), prophet of Truth, Brute Chieften, Sargent Forge, the Rebels or Serina (like Cortona) WRONG u can be sgt. forge, anders, and captin cutter, the same arbiter in haol.o 2-3,brute chieften and (the WRONG part) the prophet of REGRET, u can not be the rebels fore runners flood or serina and cortona cortona is not in halo wars @ all and halo wars is something BEFORE halo combat evoled(they are like from before halo 1) okay the first guy was actually right on who you can be except for the rebels, which is captain cutter. If you were the same arbiter in Halo wars as you are in Halo 2-3, that means there would BE no arbiter in Halo 2-3, cause in the campaign the arbiter is killed by Sergeant Forge. And i think they're coming out with an expansion where you can play as the flood.

This is not the same Arbiter we see in Halo 2 and Halo 3, the Arbiter in Halo Wars has little appreciation for any life, even the lives of his own people. The Arbiter we know is the one who succeded the Arbiter who is killed in Halo Wars.
