A light, fast bullet will disintegrate near the surface and not penetrate to the vitals. If you are shooting a small varmit like a prarie dog, a fast, light bullet is adequate since you usually need to shoot from a considerable distance and need a flat shooting bullet, but you don't need any signifant penetraation to kill the animal.
