Helium (#2 in the Periodic Table) is more or less inert, but can be made to react with other substances under certain conditions.

In any case, it is the second smallest atom (the extremely reactive hydrogen being the smallest), and can be considered pretty much unreactive due to its complete outer shell of 2 electrons, since it has only one shell.
