There were three major candidates to succeed Queen Elizabeth, and two of them favored greater religious tolerance toward Catholics (Who had to practice in secret at the time because of England's anti-catholic laws.) James I was the one who did not favor religious tolerance, and was the one to secure the throne after Queen Elizabeth passed away.

The Gunpowder plot was an attempt to assassinate James I by blowing up the House of Lords.

The plot was discovered ant thwarted, and as a result even more oppressive anti-catholic laws were created.
