Like IQ, it can be both good or bad, or mean nothing at all. Are you a 14 year old that acts like a 12 year old, or a 12 year old that acts like a 14 year old? We are all different, most of us will be above our age in some areas and below in others. Specific developmental problems may point at possible health issues or trauma.

Ideally these are simply tested to give an idea if the subject requires help and what form that help should take.
