Actually the term is PARAPLEGIC but that means PARALYZED in both legs. If you are missing both legs you are a double or bilateral amputee. Even if they were not actually AMPUTATED but lost in some other way.
Chances are, someone has pulled or broken the missing legs off.
It is called quadriplegia.
If you are thinking of when both legs are straight out in front of you it is called a pike position.

This is an opinion question, so I can't really answer it. I, however, do think it's interesting. Did you ever notice the way pictures created of people by the Egyptians always include both arms and legs, no matter the position of the person? Well, they did that because they believed that if someone was depicted without both arms and legs, they would go into the afterlife missing whatever had not been shown.
