It really depends on how the bucket is being used. If you use a bucket in cooking, for a container, it's better to use plastic as the base because metal has chemicals that are harmful to the human body if we eat it. For an example, eating something that came from metal is equivalent to scrapings of a coin; penny, dime, nickel, quarter, etc. For toxic wastes, it's better to use a metal container because the metal has a longer time to dissolve than the thin plastic. Basically, anything that would be dangerous to live near should be concealed in a metal container/bucket. However for a food product, the best way to cook is using a plastic or pyrex container.
