I'm not sure who inspired Chopin for his overall compositions, but I did read in a piano book from Michael Aaron Piano Course that composer John Field (1782-1837) wrote Nocturnes that inspired Chopin for that particular style.
Most of Chopin's music is written after his improvisations. The free flowing melodies with frequent usage of irregular note groups and polyrhythms support the statement. Many later composers including Alexander Scriabin followed his style in composition.
The answer to this question is fairly subjective, in other words the answer is primarily down to opinion. A lot of Chopin's work focuses heavily on the virtuosity of the instrumentalist (his or her skill with the instrument that they play). Although there were other composers that focused on the skill of the performer before Chopin; Chopin was the first to take virtuosity so far that he basically broke the conventions of musical compositions. You could say that what Chopin started here would eventually go on to be the guitar solos of Jimi Hendrix and Trumpet solos of Miles Davis.
