Balance is a compositional technique in Photography. It is achieved:
a) when different parts of a photograph command your attention equally through the interplay of light and dark areas or subjects
b) by inferring geometric symmetry
c) juxtaposing people (prime subjects) against objects so that the objects are of equal interest
The technique is not best learned by reading text about it, and these are only 3 examples expressed in general terms. It would be better to Google "photographic balance" or similar keywords and look at pictures offered to explain it. You may not see balance in every photo example offered, which may be more a case of a weak example than your ability to always grasp the concept.
I assume the artwork is a painting or something 2 dimensional. In which case balance is found in the visual weight of shapes, line, color. For example a large brightly colored shape on one side of the canvas with a small dark shape on the other side would seem out of balance. One side may seem visually heavier than the other. That's not to say that it must be completely symmetrical to be balanced.
If an image is exactly the same on both sides (like a human face), it is symmetrical. This is formal balance.
Pictures may be asymmetrical and still have balance. An example of informal balance would be a tree that has different branch lengths on either side, but appears complete as an image of a tree.

Balance in a painting is a know it when you see it kind of thing. It is taking multiple elements such as size, shape, dimension and color and presenting it in a balanced, eye pleasing way.

Street photography can be a good example of doing this type of photography.
