The tool you probably saw was a plumbers wrench. It uses and adjustable metal band to tighten pipes.
I had a water pipe burst in my kitchen, so I called a plumber. He wasn't very good he burst another pipe.

They can measure the circumference of the pipe and divide it by pi or 3.14 to get an approximate answer
