It is called a wattle, and is only present on male turkeys.
The male turkey has a red fleshy gobble hanging from its neck. It also has a red-pink growth on its head called a carbuncle and a long fleshy growth called a snood at the base of its bill.
The red fleshy appendage you see on a turkey's neck is their wattle.

it is used to gobble at eggs that dis the turkey. They only use it as a defence weapon as it stuns the attacker then they savagely rip the predator appart.
The bright red thing under the turkey's chin is the gobbler, that just gives aura of importance. (I think)
Most likely normal. They have bumps on the skin in that area.

If you are talking about the red thing hanging down from it's neck. That is called the flap of loose skin.
