No. Halo and most of the games in the series are rated "M" for Mature. Games with the "M" rating are intended for people 17 years and older. Halo contains a lot of intense violence and mature language. With Halo 4 coming out in a matter of days, the violence and gore is only going to increase. This is a game is not intended for 11-12 years old.

Yes, they are a teenager they should be able to play some games that have some violence. It is rated M for Mature, because it is a First-person Shooter. If your son is 13 years old, he probably has already played the game or seen the violence and language in movies! Why is it any different for games? A 13 year old should be mature enough to be able to tell that it's a game, not real life. PS: There is an option to turn off blood at the beginning of the game if violence is the reason you don't want him playing it.
If they can handle violence and probably mild language then yes.
