It is quite interesting to raise such a question as it is an issue in addressing the development questions of many international and local organizations as well as nations particularly the third world in developing their rural areas. To answer the raised question, saying "Yes" could be an answer for the importnace aspect. But the "HOW ?" can it be achieved and in "WHAT" way the importance of ICT can be magnified in rural areas where other socio-economic factors are gaining priority.
