Depending on what you count, it was either North Carolina (if you go by date of ratification of the US Constitution), Delaware (if you go by date of ratification of the Articles of Confederation), or "all 13 colonies became states at the same time on July 2, 1776 (when the Declaration of Independence was approved) or July 4, 1776 (when it was formally announced)."
It's also possible to argue that you can't determine the order of the first 12 colonies, but the 13th is known: New York (the New York delegation abstained in the July 2 vote, not having permission at that time to vote for independence but not wanting to vote against it). Or that you can't determine the order of the first 9 who voted to approve the Declaration on July 1, but South Carolina and Pennsylvania (who voted against it), Delaware (who abstained because their delegation had only two members, one of whom voted for and the other against), and New York (who abstained for reasons already given) definitely come later (a three-way tie for 10th, followed by New York at 13).
