The written version shows 4 in the title - recognizing the date. The written text starts with "Bestowed that anapplication be made..." They typed version title lists July, and the text lists " When in the course of human events...." I am not sure that the written page is the final copy or part of the early drafts. My information comes from a photograph of the two documents in a book about the National Archives.
The word is 'of', looking at the first paragraph. The second paragraph begins with what is probably a better known sentence. "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness." So many might jump to the conclusion that the answer is the word 'to'.
