You don't need an action replay code. Just get all the regis on Ruby, sapphire, or emerald, Transfer them to the pal park, and then go to the snowpoint temple with all the regis in your party.

you have to have all the three that make it up: regice, regirock and registeel, then add them to your party and head to the basement of the snowpoint temple and interact with the regigigas statue

You could level your low level Regigigas up to level 100 by giving it EXP. SHARE and then beating the Elite Four a gazillion times, or you could cheat and make Regigigas level 100 when you catch it.
