The Defense of Marriage Act (DOMA) was enacted in 1996 and signed by Bill Clinton. It defines marriage as the legal union of one man and one woman for all federal and inter-state purposes. No state had to recognize a same-sex marriage in another state. Under the law, same-sex marriages are not federally recognized, so they do not receive any of the benefits from the federal government (such as Social Security or government employee benefits, etc.).
Section 3 of the law, codifying the non-recognition of same-sex marriage for federal purposes, has been found unconstitutional.
