I Love you = Minä rakastan sinua.
It's a kind of formal way. It's rare to hear a Finn say that to Finn.
Love you = Rakastan sinua.
This one is more informal way and Finns use this.

Rakastan sinua. I would say that this is what you use when you're IN LOVE with somebody, such as a girlfriend, you should not say that to your mom or anything like that.
