A sheet tab appears at the bottom of your worksheet. It has the name of the worksheet on it, which can be changed and you can also change its colour. This can be done by right clicking on it and picking the option from the shortcut menu that appears. By clicking a sheet tab, you can make that sheet the active sheet so that you can work on it. You can click on the sheet tab to move its position by dragging on it, or also from the shortcut menu.
It is the way to identify or name an individual spreadsheet within the workbook. The default name is Sheet 1, Sheet 2, Sheet 3, ...

Click the tab at the bottom of the screen. If no sheet two exists, then right click on the tab for sheet one and insert new sheet.
You can click and drag a sheet tab to change its position.
Right click on the sheet tab and select "Rename" from the menu options. Type your new name.
Right click on one of the existing tabs. Click 'Insert' and select 'Worksheet'.

To copy it to another workbook, you can right click on the Sheet Tab and pick the Move or Copy option. To copy it into the same workbook. Click on the sheet tab and then press Ctrl and drag the sheet tab to copy it.

Right click on the actual tab. That will bring up a shortcut menu which will have the Rename option on it.
Legends are on charts, not sheets. They identify the different items on the chart so you know what they represent. A chart can be embedded on a sheet or it can be on a separate tab by itself.
