If it's 50 cc's and under then you don't require a motorcycle endorsement but you still need a valid drivers license.
pocket bikes are very fast. A 50cc pocket bike would bring you much over 30 mph and some pocket bikes can even go over 60 mph.
100% legal in nearly every country everywhere. that's if the motor is under 50cc. most pocket bikes are 49cc.

Yes it is legal in Idaho to ride a Pocket Bike under 50cc on sidewalks.

The document titled "Moped Requirements" lists the operational and equipment requirements for such motor vehicles. Most "pocket bikes" will not meet those requirements and therefore will not be street legal. If the "pocket bike" has an engine displacement greater than 50cc's then it is classified as a motorcycle and must meet the requirements applicable to that type of vehicle. Again, most "pocket bikes" will not meet these requirements
