The empty weight of a 26 foot Penske rental moving truck is about 9,000 to 12,500 pounds. It depends on the make of the truck. The International and Freightliner trucks of this type are about 12,400 pounds at empty weight.
Need to know the exact model and configuration in order to answer this. A 26k GVW box truck and a 33K dump truck aren't going to have the same tare weight.
Probably 26 or 27 feet. Moving companies only rent vehicles up to 26,000 lbs. Gross Vehicle Weight Rating - anything with a heavier weight rating required a CDL.

If it has a Gross Vehicle Weight Rating of 26,000 lbs. or less, and is not carrying hazardous materials and is not a bus designed to transport more than 15 persons (including the driver), then no - you don't need to upgrade your license. If it has a Gross Vehicle Weight Rating of 26,000 lbs. or less, and is hauling quanitities of hazardous materials which require placards to be displayed, then you need at least a Class C CDL with Hazardous Materials endorsement. If it has a Gross Vehicle Weight Rating of 26,000 lbs. or less, and is a bus designed to transport more than 15 persons (including the driver), you need at least a Class C CDL with Passenger endorsement (or the school bus endorsement, if transporting school children). You need to be more specific as to the make and model of the vehicle that you are concerned with. The term "fuel capacity" refers to the ammount of fuel that the vehicle's fuel tank can hold. ie, My pickup truck has a fuel capacity of 26 US gallons.
