IQ is traditionally the ratio of mental age to physical age multiplied by 100. At the extremes, it's largely meaningless - an IQ of 1 would mean a 100 year old person with a mental age of 1. The average IQ (Intelligence Quotient) is between 90 - 110. So for one to have an IQ of 1 would be highly improbable.

Basically it means how old your character is, for example, if a someone who was 20 had a mental age of 6 they would probably be acting like a 6 year old and have similar characteristics. Mental age is a controversial concept in psychometrics. It is an intelligence test score, expressed as the chronological age for which a given level of performance is average or typical.
