Are you referring to the term from The Bible "born again?" If so, Jehovah's Witnesses believe what Jesus said at John 3:3 that "Most truly I say to you, Unless anyone is born again, he cannot see the kingdom of God."
That scripture clearly states that those who are to receive heavenly life, must be "born again."
