as far as i know, no law exists for entire country... if ever, specific areas may have ordinances but they still require enforcement. for example, there is an area of ft. bonifacio global city that prohibits construction work after 9pm (bawal) AND it is enforced -- but that's only because many VIPs live near this area and provide the means to "inspire" local government to enforce the ordinance.

Also, some local government officials support noise inducing activities, such as in the case of Muntinlupa City where government officials from mayor down to village councilors have this program of lending for free, chairs, tables and tents if residents want to conduct party or drinking session in the middle of the street. Such parties will never be complete without full blast karaoke/videoke, where party/drinking attendants sing at any time they want. You could even have such street closed for your party.
