he is the doctor from the zombie level FIVE (which you unlock by beating the campaign on any difficulty) he comes out when you open all doors to reach the power ...you wont miss him :)

It is beleived to be Dr Maxis out of call of duty: WaW. Though he has the same markings on his upper forehead as Clark (Black Ops Campaign), who was associated with the numbers project. And the Pentagon Thief has a red glow about him that consists of numbers from the numbers project. But no one truly knows for sure who it is.

If you are talking about the map "five" he is the pentagon thief and he steals your gun and teleports you to the room with the power switch.

It is a random event you'll know him when you see him he takes a lot of bullets and you'll hear sounds you never heard before. It is basically a breach on the third floor and he will make his way to you and if there are more of you he will go for all of you before he disappears again. After you turn on the power he will come you can tell be sounds which you wouldn't have heard and you will either see him or you will see a red mist. it takes a lot of bullets pack-a-punch weopons and death mechine works go on him of so does insterkill.
I have black ops and MW3 but I find MW3 to be better but you do get bored of it as you do with black ops but I recommend MW3 but black ops is fine.
