There is no direct link between them. The Brotherhood was created to oppose traditionalist thinking/teaching which had stemmed Raphael's work. For example that a certain subject must be portrayed and posed in a certain way. So it was not a slant on Raphael as an artist, but his followers (hence the term 'Pre-Raphaelite' rather than 'Pre-Raphael'), who had brought about a way of painting that they saw as stifling creativity.
