This occurs for me when driving ('01 CRV), engine is up to temperature and especially on hot days and is intermittant. It generally comes on when accelerating and goes away when decellerating.
I pressurized my cooling system and reproduced the loud hum exactly when the rad cap lifted to relieve pressure. I changed the rad cap and thought I had the problem beat, but the noise has returned. The mating sealing surfaces look good, so no idea why the relief valve in the cap is fluttering. 2 bad rad caps in a row? Still living with it...
Another View: Actually . . . without more specific information about where the hum is coming from, and the conditions(s) under which it begins, it is pretty much impossible to diagnose your complaint.
NOTE TO ORIGINAL ANSWERER: From the information contained in your response, and by seemingly confining your problem to the cooling system - - I strongly suggest that you have your water pump checked. From what you describe it appears that your water pump may have either failed or is about to do so.
You are probley hearing the electric fuel pump.

If a 2001 Honda Civic will not go into gear, the problem is probably the transmission. Otherwise, it may be the shift mechanism that is the cause.
Its most likely a wheel bearing, I had the same problem about a year ago.
I personally had a problem with my sending unit and called a local Honda dealer who advised that the 2001 Passport has a 19.5 gallon tank

If when turning you hear a clicking sound then it is likely a CV joint problem
