In the UK there isnt a 'President' but there is a Queen and a 'Prime minister'. The Queen is the head of state. That is currently Queen Elizabeth II. The Prime Minister is head of governmment. Currently that is David Cameron. In some countries the head of state and government are the same person, such as in the USA. In other countries they are two separate roles, which is the case in the UK. In countries where there is a president, they are always the head of state, but not always the head of government. It depends on the country.
