There is none. The USPS contact-form only works for US citizens. Filling out your contact information (which is obligatory) by picking a random state and ZIP code doesn't make sense, because validators check your inputted data.

You can learn how to address an envelope at the USPS website. They can also teach you how to address an envelope for International mail. A good place to go to teach children to address envelopes is on the nhcs website.

A USPS change address card can be obtained through visiting a local USPS store and talking to the help there. They will give you help on changing the address which would be more efficient then trying to change the address online.
