US postage stamps do not expire -- they are always worth face value as postage.

Consult a postage stamp catalog, usually available at your local library for exact identification and catalog values. With few exceptions, U.S. postage stamps issued after World War Two are worth face value or less. Anything with a denomination of under 10 cents (and most of those above 10 cents) is commonly traded at 60-80 percent of face value, in quantity.
Face value for postage remains valid until the government de-values them. In the US, stamps issued since 1865 are still valid for postage. The value to a collector varies based on supply and demand.

The F series stamps were issued in 1991. The postage stamp has a face value of 29 cents.
Mint US stamps are worth their face value to use as postage, so use yours that way, if you need postage. Otherwise, your stamp has negligible value ( less than 25 cent retail) , but please do not throw it away! Keep it in your stamp collection for your children or yourself when you have more time. If you have more than one, you may be able to trade it for stamps of similar value. . Or give it to a collector friend. Collectors always appreciate the thought even it they do not need the stamp. .

Face value only
A number of plates are being advertised in eBay between $28 to $40 in value at this moment. This plate was advertised by Franklin Mint in a Jan 1997 Woman Day mag for $39.50 plus $4.95 postage and handling. The money in 1997 is worth lot more than 2012. You can see buying from F.M. is not an investment.
It may have value if you can find someone to buy it from you. A postage stamp has value, but not anything that you can demand. You can't hand one to a clerk in a store and they have to take it.
