It's a fad created by a Youtuber named Stegblob. In the AoSTH cartoon, Robotnik said the phrase "snooPING AS usual I see?". However, he put too much emphasis on "ping" making it sound like he said penis, thus creating said fad. Since then it has been in parodies and YouTube poops to this day. Personally, I think it sounds hilarious the ways Robotnik says it.
Actually, no one really knows. But, it did start with a video of, 'The Adventures of Sonic the Hedgehog', when Doctor Eggman (or Robotnik) said, "SnooPINGAS? Usual I see." Then, people used the same recording, but they used only the "PINGAS" part. In Youtube, people use them in YouTube Poops.

YouTube user Stegblob noticed the "pingas" in the phrase, and used it in his YouTube Poop, entitled "YouTube Poop: Robotnik has a Viagra Overdose".
