No. You can not attach a router and use a standard Verizon Wireless aircard as a wireless access point. This is why they have MiFi which is essentially a wireless access point.
There is not enough information. The important part is what standard is supported by which equipment and what is the standard for the wireless access point. The closer your equipment matches the access point, the better your performance will be.

There are different things you can use to restrict access a wireless access point. First one is to use so called black/white lists. Black list forbids certain MAC address to access the wireless access point everybody else is fine. White list allows only certain MAC address to access the wireless access point. Sometimes it's called MAC filter. Second thing you can use is a wireless password. It allows to connect to your network only if you know the password. You should use WPA at least.
