An electrical breaker is dual function an electrical fuse just has one purpose.
If you are describing a circuit breaker then its electromagnetic trip component will operate in the event of a line*-to-ground (*not 'phase'!) short circuit. The thermal overload component will only operate in the event of a sustained overload.

IMO it would be because the circuit breaker has the possibility of going bad and not working (allowing a short to move through the device), but fuses blow (cause a break) no matter what if shorted.

As far my knowledge goes the only difference i found in a thermal magnetic relase & microprocessor based was in a microprocessor based Circuit breaker we have a additional protection i.e. for Earth fault. Aparts that the range of fault setting in a microprocessor based circuit breaker is more than in a thermal magnetic trip unit.
A fuse is a one-time device; once it is used, it is no good. A breaker can be reset.
The best advantage of thermal power is the price. It is a much cheaper way to produce electricity.
Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.

Miniature circuit breakers are smaller & easier to instal. It occupy less space & are more efficient
Operating a breaker on a continuous current, close to the breaker's tripping point can cause this condition. Because the breaker is a thermal device the heat builds up over a time period. Check the breakers on either side of the faulting breaker. If these breakers are also warm from use they take away the heat sink effect and do not let the faulting breaker cool down. Check the current of the load to see how close you are operating to the breakers trip point. Over time the trip setting of the breaker can become lower to a point where it will not reset. Changing the breaker out should rectify this non resetting condition.
