Hot air balloons are powered by the flame from a propane burner that heats up the air inside the balloon, which lowers the density of the air inside by heating it up and accellerating the particles. Lower density (hot) air will rise above air with higher density (the air outside) which is why they have a height limit, as the average density of air goes down the higher you go.
These are different types of system. The ionosphere is a part of the atmosphere in which some air molecules are ionized, that is electrically altered, generally by the stripping off of an electron. The mesosphere and the exosphere depend on air pressure and density - usually varying with altitude. Meso- usually means 'middle'. Exo- usually means 'beyond' or outside.

The law is called Law of Buoyancy, matter with less density tries to raise above the matter with high density. When air is heated, the volume increases and density decreases. Since the air around the ballon is at a lower temperature and the density is higher, the air in the baloon tries to move up thus lifting the baloon.
The density of the mesosphere is lower than the density of the trophosphere or stratosphere. As you go higher into the atmosphere, the density decreases.
